Many western industrialized countries are currently suffering from a crisis in health human resources, one that involves a debate over the recruitment and licensing of foreign-trained doctors and nurses. The intense public policy interest in foreign-trained medical personnel, however, is not new. During the 1960s, western countries revised their immigration policies to focus on highly-trained professionals. During the following decade, hundreds of thousands of health care practitioners migrated from poorer jurisdictions to western industrialized countries to solve what were then deemed (...) to be national doctor and nursing 'shortages' in the developed world. Migration plummeted in the 1980s and 1990s only to re-emerge in the last decade as an important debate in global health care policy and ethics. This paper will examine the historical antecedents to this ethical debate. It will trace the early articulation of the idea of a 'brain drain', one that emerged from the loss of NHS doctors to other western jurisdictions in the 1950s and 1960s. Only over time did the discussion turn to the 'manpower' losses of 'third world countries', but the inability to track physician migration, amongst other variables, muted any concerted ethical debate. By contrast, the last decade's literature has witnessed a dramatically different ethical framework, informed by globalization, the rise of South Africa as a source donor country, and the ongoing catastrophe of the AIDS epidemic. Unlike the literature of the early 1970s, recent scholarship has focussed on a new framework of global ethics. (shrink)

The Vedic notion of Ṛta is broader than the more familiar notions of dharma and karma, which have become familiar English terms. Encompassing respect for nature, veneration of the deities, and attendance on the sacred rites, Ṛta is woven throughout the Ṛg Vedic hymns. By calling greater attention to this cosmic principle, scholars can work to counteract the commercialization and individualization of yoga.

Dummett's objections to the coherence of the strict finitist philosophy of mathematics are thus, at the present time at least, ill-taken. We have so far no definitive treatment of Sorites paradoxes; so no conclusive ground for dismissing Dummett's response — the response of simply writing off a large class of familiar, confidently handled expressions as semantically incoherent. I believe that cannot be the right response, if only because it threatens to open an unacceptable gulf between the insight into his own (...) understanding available to a philosophically reflective speaker and the conclusions available to one confined to observing the former's linguistic practice; for an observer of our linguistic practice could never justifiably arrive at the conclusion that ‘red’, ‘child’, etc., are governed by inconsistent rules. But the Sorites is not the subject of this paper. The points I hope to have made plausible are: that a generalized intuitionist position cannot be so much as formulated and that even a most local intuitionism, argued for the special case of arithmetic, is hard pressed effectively to stabilize and defend itself; that strict finitism remains the natural outcome of the anti-realism which Dummett has propounded by way of support for the intuitionist philosophy of mathematics; that it is powerfully buttressed by the ideas of the latter Wittgenstein on rule-following; and that there is no extant compelling reason to suppose that its involvement with predicates of surveyability calls its coherence into question. The correct philosophical assessment of strict finitism, and its proper mathematical exegesis, remain absolutely open, almost virgin issues. This is not a situation which philosophers of mathematics should tolerate very much longer. (shrink)

Norris Clarke, S.J., “to uncover the personalist dimension lying implicit within the fuller understanding of the very meaning and structure of the metaphysics of being itself, not hitherto explicit in either the metaphysical or personalist traditions themselves.” She does this by discussing the distinctions drawn by Karol Wojtyla: (1) between a human being’s personhood and his humanity, and (2) between the ontological dignity and the ethical dignity of the human (...) person. One recent `neologicist' claim is that what has come to be known as "Frege's Theorem"–the result that Hume's Principle, plus second-order logic, suffices for a proof of the Dedekind-Peano postulate–reinstates Frege's contention that arithmetic is analytic. This claim naturally depends upon the analyticity of Hume's Principle itself. The present paper reviews five misgivings that developed in various of George Boolos's writings. It observes that each of them really concerns not `analyticity' but either the truth of Hume's Principle or our entitlement (...) to accept it and reviews possible neologicist replies. A two-part Appendix explores recent developments of the fifth of Boolos's objections–the problem of Bad Company–and outlines a proof of the principle $N^q$, an important part of the defense of the claim that what follows from Hume's Principle is not merely a theory which allows of interpretation as arithmetic but arithmetic itself. IN 1959 and 1960 I gave the Gifford Lectures in the University of St. Andrews. The lectures were called 'Norms and Values, an Inquiry into the Conceptual Foundations of Morals and Legislation'. The present work is substantially the same as the content of the second series of lectures, then advertised under the not very adequate title 'Values'. Plato's Timaeus contains a powerful and influential myth, of the construction of the universe by a divine craftsman. A god imposes reason on necessity, to bring order from a primeval 'receptacle' of disordered matter. There results the 'child' that is the cosmos - a copy of an eternally-existing perfect model. Here eight new essays from a distinguished international cast, explore aspects of this challenging work: the principles of the mythical narrative, how the world soul and human body are formed, implications (...) for illness - mental and physical, the importance of music and harmonious proportion. Background: Legislative changes are resulting in assisted death as an option for people at the end of life. Although nurses’ experiences and perspectives are underrepresented within broader ethical discourses about assisted death, there is a small but significant body of literature examining nurses’ experiences of caring for people who request this option. Aim: To synthesize what has been learned about nurses’ experiences of caring for patients who request assisted death and to highlight what is morally at stake for nurses who (...) undertake this type of care. Design: Qualitative meta-synthesis. Methods: Six databases were searched: CINAHL, Medline, EMBASE, Joanna Briggs Institute, PsycINFO, and Web of Science. The search was completed on 22 October 2014 and updated in February 2016. Of 879 articles identified from the database searches, 16 articles were deemed relevant based on inclusion criteria. Following quality appraisal, 14 studies were retained for analysis and synthesis. Results: The moral experience of the nurse is defined by a profound sense of responsibility, shaped by contextual forces that nurses navigate in everyday end-of-life care practice, and sustained by intra-team moral and emotional support. Discussion: The findings of this synthesis support the view that nurses are moral agents who are deeply invested in the moral integrity of end-of-life care involving assisted death. The findings further demonstrate that to fully appreciate the ethics of assisted death from a nursing standpoint, it is necessary to understand the broader constraints on nurses’ moral agency that operate in everyday end-of-life care. Ethical considerations: Research ethics board approval was not required for this synthesis of previously published literature. Conclusion: In order to understand how to enact ethical practice in the area of assisted death, the moral experiences of nurses should be investigated and foregrounded. (shrink)

When regimented in a certain natural way, the concepts of explanation and justification manifest a pattern of interrelations connected more or less systematically to their object. Besides its intrinsic interest, this pattern may give us some insight into the nature, source, and limits of the concept of argument.

This volume distinguishes between two main traditions in the philosophy of science - the aristotelian, with its stress on explanation in terms of purpose and intentionality, and the galilean, which takes causal explanation as primary. It then traces the complex history of these competing traditions as they are manifested in such movements as positivism, idealism, Marxism and contemporary linguistic analysis. Hempels's theory of scientific explanation, the claims of cybernetics the rise of an analytic philosophy of action and the revival of (...) hermenuetics are all discussed. The volume also deals with causal explanation, intentionality and teleological explanation, and explanation in history and the social sciences. The author concludes that explanation of human actions cannot be reduced to simple causality, and discusses the implications of this conclusion for the disciplines of history and sociology. (shrink)

Our primary aim in this paper is to sketch the account of virtue that we think most amenable to virtue measurement. Our account integrates Whole Trait Theory from psychology with a broadly neo-Aristotelian approach to virtue. Our account is ‘ecumenical’ in that it has appeal for a wide range of virtue ethicists. According to WTT, a personality trait is composed of a set of situation-specific trait-appropriate responses, which are produced when certain “social-cognitive” mechanisms are triggered by the perception of trait-relevant (...) stimuli in a person’s external and/or internal environment. Moving from this starting point, we discuss our conception of a virtue and respects in which it both aligns with and diverges from Aristotle’s conception. We discuss roles for practical wisdom and motivation in our conception of virtue, and highlight respects in which WTT provides an amenable empirical framework into which key Aristotelian elements can be integrated. We conclude with brief remarks about our conception as an empirically adequate and measurable account. (shrink)

This paper argues that the form of explanation at issue in the hard problem of consciousness is scientifically irrelevant, despite appearances to the contrary. In particular, it is argued that the 'sense of understanding' that plays a critical role in the form of explanation implicated in the hard problem provides neither a necessary nor a sufficient condition on satisfactory scientific explanation. Considerations of the actual tools and methods available to scientists are used to make the case against it being a (...) necessary condition, and work by J.D. Trout that exploits psychological research on the hindsight and overconfidence biases is used to show that it is not a sufficient condition. It is argued, however, that certain intellectual and moral concerns give us good reason to still try to meet the hard problem's explanatory challenge, despite its extrascientific nature. (shrink)

In the philosophy of perception, typically, everything is illuminated. Discussions of perceptual experience primarily focus on subjects situated in illuminated environs. Rarely do we see treatment of putative perceptual experience involving darkness. In this paper, I will carefully canvas and characterize the nature of experiences of darkness, marking a substantive distinction between two such kinds of experiences. Crucially, I give an account of the distinctive phenomenology of experiences of darkness, and show that neither of the two broad kinds of experiences (...) of darkness requires, as Roy Sorensen has recently suggested, the reification of unfamiliar entities to serve as objects of perceptual awareness. I will also offer potential candidates for the proper representational contents of experiences of darkness. This exploration not only reveals that such experiences pose no threat to a view like representationalism, but also demonstrates how experiences of darkness can be given their rightful place in a naturalistic theory of perceptual awareness. Sensation elicited by a skin stimulus was subjectively reported to feel stronger when followed by a stimulus to somatosensory cerebral cortex , even when C was delayed by up to 400 ms or more. This expands the potentiality for retroactive effects beyond that previously known as backward masking. It also demonstrates that the content of a sensory experience can be altered by another cerebral input introduced after the sensory signal arrives at the cortex. The long effective S-C intervals support the (...) thesis that a duration of cortical activity of up to 0.5 s is required before awareness of a sensory stimulus is developed. (shrink)

Stuart White argues that egalitarians need a diverse toolkit of policy proposals in order to move closer to a just economic system. In particular he argues that a policy of Basic Capital grants should be included in this toolkit along with a variety of other more familiar instruments such as unconditional Basic Income, welfare state services and income supports, and support for worker cooperatives. The various policies in the egalitarian toolkit, however, have implications for issues other than contributing to a (...) more just economic system. In particular, they have implications for the long term stability, transformation, or even transcendence, of capitalism as an economic system. In this article I will argue that unconditional Basic Income has a greater potential to erode capitalism than does Basic Capital. While both of these policies in the egalitarian toolkit may make the economic system statically more just, over time Basic Capital grants are likely to strengthen capitalism as the core structure of the economic system, whereas unconditional Basic Income has the potential to erode the dominance of capitalism. As part of a long-term project of human emancipation, therefore, unconditional Basic Income should have priority over Basic Capital. (shrink)

It is widely accepted that scientific theories should be simple, have inductive support and high empirical content, while other theories should be accurate and have high explanatory power. This book argues that these features can all be reduced to a single feature - the independence of theory from data. It also argues that theories possessing this feature are more likely to be true than those that don't.

The typescripts from which both parts of Wittgenstein's Investigations were printed are now lost. Of the TS for Part I there exists a second copy, but not so of the TS for Part II. There is, however, a manuscript in Wittgenstein's hand which contains the whole of the printed Part II - and some additional material. A comparision of this MS with the printed text reveals some interesting discrepancies. They are noted in the paper. Moreover, a detailed comparision is made (...) in a Postscript between the printed Preface of the Investigations and another, obviously earlier, version of it. Both versions are dated "Cambridge, January 1945" - but the printed one was probably not prepared until two years later. (shrink)

There is some complementarity of models for the origin of the electroencephalogram (EEG) and neural network models for information storage in brainlike systems. From the EEG models of Freeman, of Nunez, and of the authors' group we argue that the wavelike processes revealed in the EEG exhibit linear and near-equilibrium dynamics at macroscopic scale, despite extremely nonlinear – probably chaotic – dynamics at microscopic scale. Simulations of cortical neuronal interactions at global and microscopic scales are then presented. The simulations depend (...) on anatomical and physiological estimates of synaptic densities, coupling symmetries, synaptic gain, dendritic time constants, and axonal delays. It is shown that the frequency content, wave velocities, frequency/wavenumber spectra and response to cortical activation of the electrocorticogram (ECoG) can be reproduced by a “lumped” simulation treating small cortical areas as single-function units. The corresponding cellular neural network simulation has properties that include those of attractor neural networks proposed by Amit and by Parisi. Within the simulations at both scales, sharp transitions occur between low and high cell firing rates. These transitions may form a basis for neural interactions across scale. To maintain overall cortical dynamics in the normal low firing-rate range, interactions between the cortex and the subcortical systems are required to prevent runaway global excitation. Thus, the interaction of cortex and subcortex via corticostriatal and related pathways may partly regulate global dynamics by a principle analogous to adiabatic control of artificial neural networks. In distinguishing justification from discovery, the logical empiricists hoped to avoid confusing causal matters with normative ones. Exaggerating the virtue of this distinction, however, has disguised from us important features of the concept of a reason as it functions in human practice. Surfacing those features gives some insight into reasoning and argument.
